LIMITING ACCESS TO BOOKS IN VIOLATION OF FIRST AMENDMENT Déjà vu

On May 31, 2018 the ACLU of Maryland got results for inmates when the DPSCS decided to block books and reading material from being sent in. They sites security concerns.

This was resolved but as recently as September 2019 at CMCF, this policy reared its head again and currently it is unknown if the policy is corrected. Several ARP’s were written on the matter but in the meantime no notice was given for the change and books and reading materials are being sent back to the sender.
