Transition
Transition is the term people use when an inmate is getting released from the Maryland DPSCS. Several things become an issue and need to be addressed before the release date.
A home plan. This is the place that the offender can and will live upon release. Usually, the person living there will have to confirm some things and even sign some consent to the offender living there and be inspected.
Transitional Housing. This is a home plan but provided by a non-profit or state run program that offers room and board to offenders leaving the system.
Interstate Compact. This is when an offender is being released and going to live out of the state of Maryland. It is tracked by a system called ICOTS, but basically, paperwork has to be filed by case management and both states have to approve the move. https://www.interstatecompact.org/south/maryland
Work Release. This is a program offered in pre-release facilities in Maryland where an inmate can get a job and go work during the day and return to the facility when done. It is also a great way for an offender to save money in an account so they can get on their feet faster when they have completed their time.
Home Detention. This program allows offenders to serve the remainder of their sentence at home or at an approved home plan residence. Maryland inmates are still in the DOC system. They cannot leave their home location accept when given permission to do so for work, religious service, scheduled check ins with a home detention case manager or medical. A GPS device is attached to the ankle of the offender and a base station, battery charger is plugged in at the approved home plan residence.
